Conservation area status and listed building status are different things, and the permissions each requires differ accordingly.

For listed buildings, alterations that affect the building's special architectural or historic character can require listed building consent: structural alterations, extensions and changes to windows or doors are among the works that commonly require it, so this needs to be established before work begins; the relevant planning authority can confirm exactly what's needed for a given property.
